If you never visited ex-socialist countries you may find that the official foreign tourism system is reasonably comfortable but extremely expensive. Traveling on your own could be more fun but risky if you are not acquainted with customs, especially nowadays when the state is weak and corrupted. But Belarus is probably the safest place to go when choosing between former Soviet republics.
